About half of the homes in Carrollton were built before 1990, Census figures show. USDA soil maps put red clay under most of the town, much of it on eroded slopes. An old driveway on that ground can sink at the edges and break apart. Once it gets that far, a tear out and re-pour is often the fix.

Historic Adamson Square sits at the center of Carrollton, the county seat of Carroll County. The National Register lists downtown as a historic district, along with the South Carrollton Residential Historic District. Mandeville Mills ran from 1890 to 1954, and its mill village is a National Register district too. The Carrollton GreenBelt, more than 18 miles of concrete path, links neighborhoods to the University of West Georgia.
The city's 2023 plan says most homes near downtown and the main corridors were built before 1980. The newest neighborhoods sit near the edges of the city or along the main roads out of town. Census figures fit that picture: more than a third of the city's homes went up before 1980. The biggest building decade was 2000 to 2009, when about one in four of today's homes were built.
New building goes on, and the Census counted 116 new single-family homes authorized in the city in 2025. For an older house near downtown, a driveway replacement can fix a broken drive and widen it in one job. For a newer lot near the edge of town, a driveway extension or a garage or shop slab adds room.
USDA soil maps show Madison and Gwinnett soils under more than half of Carrollton. Both have a red clay subsoil, and both are rated well drained. Most of the city rates low for shrink-swell, the way some clays swell when wet and shrink when dry.
Much of that ground sits on slopes of 2 to 15 percent, and many slopes are mapped as eroded. Eroded ground has lost part of its topsoil, so the clay sits closer to the surface. A drive or slab there calls for a firm, compacted base and a grade that sheds water.
The low ground along Buffalo Creek and the other streams is different. The soil survey maps much of it as Chewacla silt loam, frequently flooded. FEMA puts about a tenth of the city in its high-risk flood zone. Before a block foundation or a slab goes in near a creek, check FEMA's flood map for that lot.
Inside the city limits, the City of Carrollton Community Development Department issues building permits and handles inspections. In Georgia, each city or county decides which concrete work needs a permit. For a home driveway or a garage slab, the department answers that question, and we point you there.
Two more city rules can touch a concrete job. The city's development code has design standards for accessory structures over 400 square feet, like a detached garage or shop. In a city historic district, the Historic Preservation Commission reviews Certificate of Appropriateness applications. Ask the department about both before the job is scheduled.
Outside the city limits, Carroll County's Community Development Department handles building permits. Its page also posts a driveway permit application. County Public Works no longer installs driveway culverts on private property, so the property owner handles that. Before machine digging starts, Georgia law calls for a locate request through Georgia 811.
Carrollton's business corridors include the Maple Street and Lake Carroll Village overlay districts. For a business, commercial concrete means pads, parking areas, drives and dumpster pads. We pour walks and approaches at a business too.
Inside the city, paving for commercial, office, industrial and multi-family sites uses the city's paving permit application. That form asks for a site plan that shows property lines and water meter locations. It calls for a staking inspection and a final inspection. It also says a non-conforming paved area, one that does not meet current rules, may not be expanded.
